Job Description
SummaryThe Program Director is responsible for providing subject matter expertise, advice, and assistance in interpreting, applying, and implementing regulatory and contractual requirements.

ResponsibilitiesPrimary Duties:
*Develops and implements policies and procedures.
*Works independently to initiate new operations or modify existing operations following government contracts requirements.
*Exercises discretion in selecting, hiring, and training employees to perform specialized technical, quality assurance, and professional job functions.
*Supports management in executing their job functions and the job functions of subordinate personnel as needs arise to meet contractual deliverables.
*Addresses potential issues before they become problems and corrects problem situations by implementing corrective actions.
*Conducts specialized tasks specific to expertise, work experience, education, and training.
*Conducts analyses of operations to devise and implement strategies for improvements.
*Provides specifications for Company's development, modification, and testing of software applications developed by Company for use on specific contracts.
*Performs oversight of medical records retrieval, medical record review, data analysis and data management functions.
*Creates and reviews reports, including automated reports, to analyze project activities.
*Works independently to analyze reports and other data to offer guidance and direction to ensure the quality and timeliness of contract deliverables.
*Protects the confidentiality of patient information through compliance with the Health Insurance Portability and Accountability Act (HIPAA) and the Health Information Technology for Economic and Clinical Health Act (HITECH).
*Attends annual security awareness, rules of conduct, and conflict of interest training.
*Performs other duties as assigned.



Qualifications and requirementsEssential Knowledge:
Experience in devising and executing complex operational requirements; managing large government healthcare projects involving healthcare data and medical review. Extensive experience hiring and supervising professional and technical staff; managing government projects and contracts; negotiating contracts; implementing change management; and developing and managing budgets for government contracts.
Experience with electronic medical records and/or electronic transmission of medical documentation for a government contracts. Expertise with the Medicare program.

Essential Education:
A bachelor's degree and Project Management Professional (PMP) certification are preferred. Complementary specialized licensures or certifications are also preferred. Five years of related leadership or managerial experience. Experience in and knowledge of quality assurance, case review, project management best practices, International Organization for Standardization (ISO) standards, and operational processes and flows.

Essential Skills:
Work requires professional written and verbal communication and interpersonal skills. Demonstrated ability to lead and motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects, task functions, and complex contractual requirements. At least ten years of professional experience are required, with five years at the project or operations director level.




Desired CharacteristicsOrganizational "Fit" Considerations:
Must be flexible and proactive in covering and overseeing services provided by the area or function under the manager's control. This position may require extended work hours during the week, weekends, holidays, and on-demand to prevent adverse situations. Available to travel as necessary.
