SUPERVISOR OF TRAFFIC MAINTENANCE
DEPARTMENT OF PUBLIC WORKS & PARKS
CITY OF WORCESTER

The City of Worcester seeks qualified applicants for a Supervisor of Traffic Maintenance in the Streets & Sanitization division of the Department of Public Works & Parks (DPW&P). Under the direction of the Director of Streets & Sanitation, the position will be responsible for the direction, coordination, development, and supervision of a group engaged in the installation, maintenance, repair and operation of all electronic, electrical and static traffic control devices, upkeep of soldier monuments and more. The employee will oversee the Keep Worcester Clean program and all personnel assigned therein. The Supervisor of Traffic Maintenance will also assume delegated responsibilities of Traffic Engineer in their absence or unavailability. This employee will perform those duties assigned only to the Supervisor of Traffic Maintenance or as delegated by responsibilities.

ESSENTIAL ELEMENTS:

  • Direct, assist, check, and assign work crews in the installation, repair, and maintenance of various traffic control devices.
  • Assign, supervise, and inspect the activities or work crews and/or individual workers engaged in the installation and maintenance of signs, signals, and other traffic control devices.
  • Ensure the installation, maintenance, repair and operation of all electronic, electrical and static traffic control signs, signals, markings, assembling detours, road closures and programming of message boards.
  • Ensure proper record keeping, inventory and material recommendations for soldier monument.
  • Observe and initiate corrective action of traffic and pedestrian hazards.
  • Determine that material and workmanship conform to plans and specifications.
  • Supervise and maintain records of labor, equipment and materials used.
  • Estimate the amounts of labor, materials and equipment required for projects and maintenance work.
  • Maintain inventory of equipment and supplies.
  • Keep time and material records.
  • Maintain contacts to keep abreast of developments in field or areas of interest or expertise.
  • Follow and adhere to department or city government rules, regulations, policies or procedures.
  • Follow progress of work, check efficiency of employees, instruct or re-assign personnel as necessary to obtain proper flow of work and optimum performance.
  • Anticipate or investigate causes of delay or inadequate performance and take corrective measures.
  • Make recommendations as to possible improvements in procedures or methods to increase effectiveness, reduce costs.
  • Direct, assist, instruct, train, and check staff as to schedules, developments, methods, and procedures, standards of work performance, government or city rules and regulations, policies or other matters affecting their work.
  • Maintain discipline, morale, and harmonious personnel relations.
  • Handle complaints and grievances within limits of established policy.
  • May recommend staff terminations, and promotions.
  • Regularly rate and evaluate employees' performances.
  • Participate in management and other meetings.
  • Perform any function of the group consistent with the proper care and attention to those duties and responsibilities and perform those duties assigned only to the Supervisor, Traffic Maintenance or as dictated by responsibilities.

SECONDARY ELEMENTS:

  • Prepare section specific job budget(s).
  • Prepare and maintain various records, reports, documents.
  • Perform other duties as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the practices, materials and equipment used in general installation and maintenance work in connection with traffic control.
  • Knowledge of job hazards and ability to observe and enforce observance of necessary safety precautions.
  • Ability to interpret and work from blueprints, sketches, and layouts.
  • Ability to exercise considerable independent judgment and discretion in carrying out work details and allocating work to subordinates, and to instruct and supervise semiskilled and unskilled workers.
  • Ability to work well with Supervisors from other Divisions and Departments
  • Ability to manage employees, contractors, vendors, and projects simultaneously.
  • Skilled in the use of the various tools used in the traffic engineering trade including hand tools and power tools.
  • Ability to establish and maintain effective working relationships with employees and the general public.

MINIMUM REQUIREMENTS:

  • High School Diploma or equivalent
  • Three (3) years of trade training in electronics, electrical, or related trade OR:,
  • Three (3) years of professional experience in a traffic signal (maintenance) environment
  • Two (2) years of supervisory experience

PREFERRED QUALIFICATIONS:

  • Associate degree in Engineering Technology, Electronics, Electrical Engineering or related field
  • Five (5) years of experience in a municipal or traffic signal (maintenance) environment
  • Three (3) years of supervisory experience of crews
  • IMSA Certification/Signs & Markings/Traffic Maintenance

SPECIAL REQUIREMENTS:

  • Valid Driver's License

SALARY RANGE: $68,103.47 - $89,183.61 annually, full-time, exempt, with an excellent benefits package.
