Job Description

What Will Be Your Purpose

Responsible for leading the development and maintenance of contract language and materials (e.g., Administrative Services Agreements, standard and non-standard ASA exhibits, amendments/renewals, standard contract templates) to support projects/initiatives for Florida Blue's self-insured (ASO) business. Works under minimal supervision ensuring contract materials are developed accurately and timely in accordance with compliance and business requirements. Demonstrates a strong level of product and business knowledge in supporting business stakeholders to work cross functionally and meet Commercial Markets Group Sales and Enterprise ASO objectives.

What Will You Be Doing

Contract Language and Materials Development

  • Leads the development and maintenance of contract language and materials (e.g.Administrative Services Agreements, standard and non-standard ASA exhibits, amendments/renewals, contract templates by ASO platform) to support projects/ initiatives for Florida Blue's ASO business.
  • Reviews and evaluates business requirements to determine contract material impacts (e.g. number of forms, type of impact), forecast timelines and identify any issues.
  • Works closely with ASO business leads and other key business stakeholders to ensure business needs and deliverables are clearly defined and understood.

  • Interprets and ensures compliance with all legislative, regulatory, and BCBSA Inter-Plan Program requirements in the health insurance market.
  • Creates andmemorializes finalized forms (static and variable) and redlines.
  • Leads or supports auditing and/or system testing of contract materials.
  • Utilizes project management processes to ensure project deliverables and initiatives are delivered on time, adhere to high quality standards and meet customer expectations.
  • Communicates and collaborates effectively with cross-enterprise business areas (e.g., Corporate Legal and Regulatory Affairs, Sales, Segment, and ASO partner platforms) as appropriate throughout the contract development and review processes to ensure all compliance, regulatory and project deadlines are met.

Enterprise & Business Operational Support

  • Leads and/or supports the organization, maintenance and data integrity of contract databases and libraries.
  • Identifies any potential issues or discrepancies, provides feedback and works to implement solutions with peers, Legal, Sales and Segment.
  • Researches and provides consultation on requests from internal business partners such as Corporate Legal and Regulatory Affairs, Sales, and Segment.
  • Timely retrieval & dissemination of contract language and materials to support internal & external business needs such as regulatory examinations, audits and investigations.

ASO Contract Advisor

  • Maintains in depth knowledge ofASO Group dynamics, including applicable state and federal legislative and regulatory requirements.
  • Provides guidance to peers and business partners for any contract related questions and/or issues.
  • Provides or supports contract and product training for employees or contractors in the area.
  • Leads or supports the development and maintenance of departmental policies and procedures (e.g. SOPs).
  • Identifies and implements process improvements to enhance overall process efficiency and effectiveness.
  • Participates in cross-functional work groups to assess legislative and regulatory topics impacting the health insurance industry.
  • Reviews, analyzes and provides feedback to Legal, Sales, Segment and other key stakeholders with respect to proposed law and regulations to ensure potential impacts are understood and appropriate actions taken to address any negative impacts and mitigate risks.

What You Must Have

  • 5+ years related work experience with contract compliance or administration
  • Related Bachelor's degree or additional related equivalent work experience
  • 3 years or more experience with contract compliance or administration
  • Strong understanding of the health care industry, specifically legislative and regulatory impacts
  • Strong project management skills with experience in leading projects
  • Experience working in a dynamic team environment where shifting priorities and high work volumes are common place
  • Ability to delegate tasks and coordinate multiple deliverables
  • Ability to communicate effectively with internal and external business partners
  • Experience with defining and resolving complex issues utilizing strong problem solving skills
  • Knowledge of PC office software such as SharePoint and MS Office applications (e.g. Word, Excel and PowerPoint)
  • Ability to accurately scope/size projects and lead integration planning with business stakeholders
  • Flexible with the ability to handle multiple priorities within strict deadlines and timelines
  • Strong, positive relationships established with Legal and Corporate business partners
  • Strong attention to detail, specifically as it relates to written communication in the areas of grammar, spelling, proof reading and punctuation
  • Self-motivated with the ability to work independently, needing minimum direction

Preferred Qualifications

  • Paralegal experience with health care law Knowledge of medical terminology
  • Contracting writing, editing , proofreading for accuracy and clarity to meet regulatory requirements

General Physical Demands

  • Exerting up to 10 pounds of force occasionally to move objects.
  • Jobs are sedentary if traversing activities are required only occasionally.

  • Typical Annualized Hiring Range: $74,200 - $92,700
  • Annualized Salary Range: $74,200 - $120,500
  • Final pay will be determined with consideration of market competitiveness, internal equity, and the job-related knowledge, skills, training, and experience you bring.
