BASIC PURPOSE:

Directs the compliance, monitoring, asset management, loss mitigation, and reporting activities of the Federal Home Loan Bank Atlanta's 300-plus million portfolio exposure of Community Investment Services products and programs.

ESSENTIAL FUNCTIONS:

  • Manages the development, maintenance, and execution of sound Community Investment Services portfolio compliance management functions as defined by applicable federal regulation.

  • Develops and executes asset management best practices ensuring a healthy Community Investment Services portfolio.

  • Develops and executes portfolio risk and loss mitigation strategies and tactics, and ensures communication and documentation of results.

  • Manages the resolution of portfolio deficiencies and the recapture and repayment of funds.

  • Manages the analysis, evaluation, and reporting of the Bank's portfolio exposure.

  • Creates and oversees the preparation of analytics needed to evaluate portfolio trends and risk exposures, and proactively detect early warning signs of deteriorating portfolio trends. Reports and recommends changes and or actions to executive management.

  • Analyzes portfolio trends to determine whether the Bank's community investment services portfolios align appropriately with Bank policies. Uses rigorous and creative strategy techniques to ensure portfolios remain healthy.

  • Assembles information in connection with internal audits and Federal Housing Finance Agency examinations.

  • Creates and promotes an atmosphere of high integrity and commitment to the Bank's mission, vision, and values by establishing effective internal communication between staff, management, and the board of directors.

  • Collaborates with other department managers to develop, organize, and conduct training and technical assistance to member institutions, sponsors, community organizations, and public officials about the Bank's community investment products and programs, with particular reference to compliance and reporting requirements.

  • Coordinates portfolio management related activities with other departments, including the Legal department, Credit Services, Financial Management Operations, and Information Technology Services, and represents the department on internal committees and taskforces addressing operational activities. Prepares and presents periodic reports and recommendations for the Director of Community Investment Services, the Community Investment Services Committee, the Affordable Housing Advisory Council, and the board of directors.

  • Participates in the development, implementation, and communication of Community Investment Services portfolio management policies and procedures to ensure compliance with Bank policies and operations and federal regulations.

  • Develops, manages, communicates, and meets established performance metrics and standards.

KNOWLEDGE, SKILLS, ABILITIES:

An understanding of affordable housing or community economic development finance compliance requirements and operations and the operations of regulated financial institutions is preferred, but not required.

Excellent written and oral presentation skills, strong customer relation skills, and the ability to identify and resolve complex problems.

MINIMUM REQUIREMENTS

A bachelor's degree and 5 to 8 years of experience in residential real estate loan asset management or loan portfolio management, including at least five years of management experience, or the equivalent combination of education and experience is necessary.

WORK LOCATION:Onsite with an opportunity to work remote partially. This position may not be filled in California, either in-person or remotely.
