As part of GovHR USA within our Social Impact Solutions Group, MGT is seeking a candidate that will be responsible for managing multiple Classification and Compensation Studies for clients in the public sector; responsibilities include job analysis, market data analysis, and development/implementation of plan recommendations.

MAJOR AREAS OF RESPONSIBILITY:

  • Leads the development, implementation, and administration of classification and compensation projects for the company.
  • Manages common compensation functions, including survey participation, job evaluation, salary structure development, incentive plan design, pay program administration and other associated initiatives.
  • Works with clients to ensure that base pay, incentive pay, and performance management programs remain competitive and conform to current compensation strategy.
  • Looks at organizational structure to determine alignment of positions based on the direction of clients.
  • Directs data collection and analysis processes for market, pay equity, and other compensation studies.
  • Develops and analyzes a robust data set to determine comparable communities.
  • Designs and sends out salary surveys to comparable communities.
  • Interviews employees, reviews job descriptions, reviews job analysis questionnaires, and assigns job factor analysis scores for each position included in the scope of the study.
  • Administers and monitors project scopes, timelines, and budgets.
  • Maintains a comprehensive and consistent approach to scoring positions and establishing internal equity for the client.
  • Prepares comprehensive reports and documents related to the study.
  • Facilitates client meetings and makes professional presentations to specific groups of employees, department heads and elected officials.
  • Works collaboratively with clients to address and resolve concerns, provides assistance and supports the overall functions of the project.
  • Trains clients on the implementation of the plan.
  • Provides effective and efficient customer service, which promotes and maintains a culture of responsive community relations.
  • Demonstrates an elevated level of independent judgement and discretion in fulfilling job responsibilities and making position related decisions.
  • Demonstrates sensitivity, understanding and respect for all clients and coworkers.
  • Keeps up to date on industry trends and maintains required training, licensure and/or certification.
  • Provides assistance on other Human Resources projects for the company, including organizational assessments, staffing analysis, etc.
  • Follows safe work practices and adhere to policies, procedures, ordinances adopted by GovHR USA.

MINIMUM QUALIFICATIONS:

  • Bachelors degree from an accredited college or university.
  • Seven (7) or more years of professional experience in human resource administration, data analysis, and compensation management.
  • Knowledge of local government service delivery models and the various roles of local government employees.
  • Standard Human Resources practices.
  • Benchmarking jobs and job evaluation.
  • Equity based compensation.
  • Human Resources policy administration.
  • Human Resources regulatory compliance.
  • Implementation strategies for compensation plans and pay for performance programs.
  • Ability to advise clients on strategies to implement studies.
  • Manage multiple projects at once.
  • Conduct training and presentations and provide expert consultation.
  • Provide input on performance management systems.
  • Develop policies and processes.
  • Manage multiple complex projects and client relationships that require problem-solving, and negotiation skills.
  • Ability to respond effectively to unexpected pressures, situations, and demands.
  • Skill in data analysis and advanced computer programs.
  • Market pricing and salary planning.
  • Survey participation and survey analysis.
  • Compensation program designs.
  • Independent judgement and decision making.
  • Strong oral and written communication.

PREFERRED QUALIFICATIONS:

  • Master's Degree in a related industry.
  • Experience with project management software.

Necessary Special Requirements:

  • Valid Driver's License
