The Project Services and Support Office (PSSO) Manager plays a crucialrole in advancing Jefferson Lab's record of excellence in project
management. The Project Services and Support Manager develops,improves, and adapts the organizations systems and standards to initiate, plan, execute, monitor, control, and close projects whileensuring compliance with Department of Energy requirements. Projects range in duration from months to 10 years and in value from $100k toover $500M. Reporting to the Chief Planning Officer, the Project Services and Support Manager supervises three direct reports responsiblefor project controls, project training and oversight, and project support. Each direct report leads a staff of between 4 and 12subordinate project analysts or support personnel, including those
deployed to laboratory projects. The incumbent coordinates effectiveassessment of projects and communicates project performance risks and performance trends to lab management where identified. This is a highlyvisible role requiring frequent interaction with Jefferson Lab leadership, scientists and engineers, operations staff (MIS, ESH,Business and Finance, Legal, Performance Assurance, Communications), Department of Energy personnel, subcontractors and suppliers during allphases of project execution.
In this role, you will:
- Manage the daily operations of the Project Services and
Support Office. Organize and lead a professional staff of project
analysts and support personnel. Anticipate staffing needs based on
project workload changes, recruit new staff, provide initial and
recurrent training, coaching, and performance management so all
Project Services and Support Office staff meet or exceed assigned
goals and objectives and alignment with lab priorities and
performance standards.
- Create, document, implement, and tailor project management
policies, procedures, workflows, and tools to achieve rigorous,
repeatable, and effective management of Jefferson Lab projects.
Ensure internal project management systems and standards meet or
exceed Department of Energy project management requirements and are
aligned with and complementary to Jefferson Lab MIS, ESH, Business
and Finance, Legal, Performance Management, and Communications
policies and standards.
- Develop and maintain the Jefferson Science Associates ProjectControls System Manual. Coordinate surveillance and review activities as required for EVMS certification maintenance. Serve asthe Jefferson Lab technical expert and point of contact for mattersrelated to DOE O413.3B.
- Develop and maintain Jefferson Lab project management training program, document templates, and guides so that all Jefferson Lab project managers and project team members have ready access to necessary resources and can effectively apply Jefferson Lab project management policies, procedures, workflows, and tools. Work with Jefferson Lab leadership to identify and develop a pipeline of capable project managers and support staff. Develop and distribute frequent communication to enhance lab wide awareness of project management skills, best practices, and lessons learned.
- Participate in Jefferson Lab strategic planning and budget development cycles by forecasting project management resource needs and alignment with contract funding profiles, identifying resource conflicts and opportunities for efficiencies, and development of project management budgets and business plans.
- Collaborate with Jefferson Lab Computer Science and Technology Division to select, deploy, maintain, and continuously improve software tools to enable effective project planning, estimating, scheduling, control, risk analysis, and quality assurance. Design and maintain a repository of all project artifacts that provides for ready access by all project team members with rigorous change control.
Qualifications We Require:
Education:
- SSE -BS in engineering, physical or biological science or directly related field of study
- SSS - PhD in engineering, physical or biological science or directly related field of study
Experience:
- 15 years of directly related work experience
- Project Management Professional (PMP) Certification
Knowledge, Skills & Abilities:
- Ability to organize, recruit, select, orient, train,
schedule, and performance manage a professional project management
support team with three or more direct reports and 20 or more staff
members.
- Ability to recruit and develop effective
project management analysts and support staff with little or no prior
project management experience.
- Ability to create,
document, implement, and adapt organization specific project management
policies, procedures, workflows, and tools for projects with durations
from months to years and values from $100k to over $500k.

Ability to work closely with organization elements like IT to select,
deploy, maintain, and improve project management applications for
planning, estimating, scheduling, control, risk analysis, and quality
assurance.
- Ability to analyze organization plans and
priorities, assess organization capabilities, and make accurate
forecasts of resource requirements. Anticipate and act to resolve
resource conflicts.
- Ability to review project management plans, reports, and presentations for compliance with corporate and customer standards, assess the realism and risk of project plans, and provide expert and timely guidance on actions to resolve cost, schedule, or capability variances.
- Skilled in the design and application of earned value management techniques (ANSI 19-006-2019, ISO 21508, or EIA-478 or equal).
- Skilled in the implementation and use of Oracle Primavera P6 Enterprise Project Portfolio and CPM scheduling techniques.
- Familiar with the application of ISO 31000 Risk Management and ISO 9001 Quality Management standards.
- Ability to develop and deliver organization specific project management training to include document templates and guides.
- Ability to create and distribute frequent communication toenhance organization awareness of project management skills, best
practices, and lessons learned.
Knowledge, Skills and Abilities Preferred:
- Ability to working with scientists, engineers, and
information technology professionals in a high technology organization.

Ability to work in a federal prime contract environment governed
by the Federal Acquisition Regulations and agency-specific project
management requirements.
- Ability to organize a blended
workforce composed of regular full time and part time employees,
contractor staff, and consultants.
