The Broward County Board of County Commissioners is seeking qualified candidates for Environmental Program Manager (Water Resilience Program Manager) to support the Resilient Environment Department : Resilience Unit.

General Description
Performs highly responsible supervisory and administrative work in planning, organizing and directing large scale environmental programs and activities.
Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in environmental sciences, biology, chemistry, geology, engineering or field relevant to area of assignment.

Requires four (4) years in managing environmental monitoring, regulation and compliance programs related to area of assignment; including two (2) years of supervisory experience.

Preferences

Candidates with a Ph.D. in Biology, Ecology, Hydrology, Water Resources Engineering or a related field preferred.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

This position is responsible for coordinating the development and implementation of county-wide water resources initiatives to address urban and natural systems needs with a focus on resilience under current and future climate conditions. Responsibilities include coordination with municipalities, water managers, and water utilities, participation in the identification and advancement of resilient water management strategies, administration of water policy and planning programs, and guiding water resource assessment activities to support coordinated efforts.  Additional activities include leadership in strategies to further real-time monitoring and decision making, pursuit of grant funding, project/contract administration, and partnership building to further community resilience and multi-jurisdictional initiatives.

• Participate in the development and advancement of resilient water management strategies.
• Administer water resources assessment, policy, and planning programs.
• Collaborate with local, state, and federal agency partners.
• Ensure proper application of current climate science in scenario-based planning for coastal and inland water resource assessments and planning.
• Work to enhance green infrastructure, nature-based solutions, integrated water resource management, alternative water supply development, water quality goals, regional projects through planning and partnerships.
• Guide the county's hydrologic modeling efforts in furtherance of resilient water resource management projects and recommendations.
• Review and interpret technical information
• Support implementation of the County-wide Resilience Plan with a focus on distributed water storage, conveyance improvements, and operations.
• Review and prepare technical documents, reports, memos, and presentations.
• Provide contract and budget management.
• Provide staffing of boards and committees, and legislative support.
•Engage in technical and policy forums.
•Liaison with agency partners.
